Server changes.

I am going to make some changes to the server soon, including maps for helper+ rank, a tempban command for helper's (but it will be limited), and a few other command changes. I will also be throwing out the requirments system, ranks should be based of quality of builds instead of quanity of blocks, the requirment system was supposed to limit how fast u could rank, but instead it just determines when u get ranked wether u build good or not.

Any more changes please suggest here.
