IRC only works when the server's up. the irc thing im using atm well.. it basically suck's, so im working on getting a Newer, better irc for the server.

ALSO, u can tell if the server's up if u see the server_bot on the irc.

All I do to tell when the server is up is keep pressing F5 until I see the ", " thread and keep pressing F5 at the Server list until I find "Cityserver" On the F4 list Shocked ... A bit complicated I bet.
